Julie Morgan Launches Campaign for Deputy Leader

Julie Morgan

Cardiff North constituency Assembly Member Julie Morgan has launched her campaign for Welsh Labour Deputy Leader.

Nominations opened today and Julie says on her campaign website:

“I think it is fantastic that we will have a female deputy leader and that three women have thrown their hats into the ring. I am the only woman who has had experience as a councillor, AM and MP so I think I’m uniquely placed to use that experience to bring people together in Wales. I was a councillor for 12 years, an MP for 13 years and have been an Assembly Member since 2011.

“I would see my role as working to bring together all sections of the Labour movement including trade unions and affiliates and I feel strongly that all voices should be heard and that being a member of our great party should really have meaning for all the thousands of members out there.

“I’m immensely proud that Welsh Labour will have a gender balanced leadership as equality is something I’ve campaigned for all my working life.”

Julie told Wales Politics, “I think I am in a good position to bring all parts of the party together and to work closely with the members.”

Mark Drakeford AM nominated Julie and she has the backing of 13 AMs and MPs.

You can follow Julie’s campaign on Twitter and Facebook.

The winner will be announced at the Welsh Labour conference in April.

Julie Morgan

In March I attended an event at Velindre Cancer Centre in Whitchurch to hear some very good news – the Welsh Government announced it was supporting the creation of a Maggie’s centre at Velindre with £1.5m funding.

This is something I’ve long campaigned for, as well as being a long-time supporter of Velindre itself. For those diagnosed with cancer and their families Maggie’s provides a ‘kitchen table’ atmosphere and free, practical and emotional support at a very difficult time in their lives.

JulieAs chair of the Assembly’s Cross-Party Group on Cancer I held a meeting to help highlight how a Maggie’s for Cardiff will benefit patients across the whole of South East Wales. Patients from Maggie’s in Swansea, which I’ve visited several times, came along and really brought home the benefits of having a Maggie’s.

I’m proud of the £200m investment by the Welsh Labour Government to redevelop Velindre to make it a state-of-the-art cancer treatment centre. And I’m pleased that, while there’s still much more we can do to help people diagnosed with cancer, the April statistics on cancer waiting times show:

  • 86.8% of patients (485 out of 559) newly diagnosed with cancer via the Urgent Suspected Cancer route started definitive treatment within the target time of 62 days.
  • 98.6% of patients (774 out of 785) who were newly diagnosed with cancer not via the Urgent route started definitive treatment within the target time of 31 days.
  • cancer survival is increasing faster in Wales than in the UK. Survival rates after one and five years are growing faster in Wales than in any other UK nation

Another health achievement I’m pleased to have played a part in was the announcement last September of £13.8m funding for life-changing new drugs for those who contracted Hepatitis C from infected blood. I’ve supported Haemophilia Wales – run by a Lisvane resident – in its long campaign for these drugs and it was very moving to meet one of the first people to be helped by the new drugs whose life truly had been changed as he was free of the disease for the first time in 30 years.

Key health achievements in the last five years

Health is such a key issue – all of us need the services of the NHS at some time in our lives – and I believe its importance can’t be overstated. Some of Welsh Labour’s achievements I’m most proud of are:

  • £63.8m second phase of Noah’s Ark Children’s Hospital
  • Free prescriptions and free hospital parking
  • £85m investment to increase the number of nurse training places
  • There is no junior doctors strike in Wales and Wales was the first country in the UK to introduce a living wage for all NHS staff
  • Capped domiciliary care charges
  • £4m to support elderly and disabled people to live in their own homes
  • £7.5m revamp of the Special Care Baby / Neonatal Unit at UHW
  • £172 more per person spent on health and social services in Wales than in England

What we promise for the Welsh NHS in the next five years

  • We’ll protect the NHS in Wales from a costly and disruptive re-organisation, and protect it from privatisation
  • We’ll continue to invest in the NHS and to spend more per person on health and social care than in England, and promise to integrate health and social care
  • We’ll continue to ensure healthcare services are available closer to people’s homes – there are plans for more cancer treatment from Velindre at hospitals across SE Wales, for example, so very ill people do not have to travel such great distances
  • We’ll continue to respect hardworking and dedicated NHS staff in Wales
  • We’ll introduce a New Treatment Fund to give people in Wales fast access to new and innovative treatments for all life-threatening conditions

My personal pledges on health

If re-elected there are many more health issues I will campaign on and I’ll continue to support the redevelopment at Velindre and making Maggie’s a reality in Whitchurch.

My support for fair payments for people with haemophilia is ongoing – and in this, as in all health issues, I will always work flat-out for fairness and for  constituents who come to me with health problems. I’ve done throughout my time as your elected representative in Cardiff North and, if you give me the chance, will continue to do so in future.

Cycling in Cardiff – keeping two-wheeled transport on track

One of my aims, if re-elected, is to continue to promote cycling in Cardiff North as a way for people to make everyday journeys and to improve their overall fitness and sense of well-being.

As an Ambassador for the charity Sustrans, which promotes cheaper, healthier ways of travel, I was pleased to read the Bike Life report in October. It showed that the enthusiasm is there for cycling among city residents – and that there has already been a huge increase in the number of people cycling. The number of bike trips increased by 28% in Cardiff between 2013 and 2014.

If you have any doubt about how popular cycling already is in Cardiff you only have to get on your bike and ride along the Taff Trail, which runs right through Cardiff North of course, to see people of all ages and cycling abilities enjoying using it.

When I was in Tongwynlais on the weekend recently I noticed what a hub for cycling activity it is becoming – there were lots of cyclists who’d stopped off for refreshments. I think the arrival of the new cycle-friendly café Plan2Ride is excellent news and I hear the Bike Shed bike shop in Pontcanna is also opening a branch soon in Tongwynlais which just shows the increasing popularity of cycling in Cardiff North.

Let’s get young people cycling – to start good habits for life

Research published in the Bike Life report shows that people want more investment in safe cycling routes and that is something I will push for if re-elected on May 5.

My hope is that we can start with youngest members of our community to get them into good habits for life.

JulieCurrently only 4% of children cycle to school but more than a third of primary school age children and 12% of high school children say they’d like to cycle to school. Among adults and children, the top priority is safer routes (78% want more investment in this), so obviously there is more work to do. At the moment more men than women cycle but research has also shown more women would cycle if there were segregated cycle lanes, so pushing for these is key.

I’m proud of the world-leading Active Travel Act that the Welsh Government passed (it became law in 2013) which means local authorities must prioritise pedestrians and cyclists and sends a clear message to planners that two feet and two wheels should come first.

The impact of the Active Travel Act is already beginning to be felt but more safe cycle routes will open up as new schemes are built (see below). Cardiff Council’s Local Development Plan and cycling strategy will be key to this and if re-elected it’s something I want to push forward with and hold the planners to account on.

Cycling in Cardiff – did you know?

  • 11.5 million trips by bike in a year
  • 28% increase in bike trips between 2013-2014
  • 71 miles of bike routes in Cardiff already including 38 miles of traffic-free routes
  • 22% live within 125m of a designated cycle lane, track or shared-use path
  • 28% of people say they don’t currently ride a bike but would like to
  • £16m is the benefit to health in the city, from the current level of people riding bikes
  • Read the Bike Life survey.

I think we could all do with the positive benefits to our mental health and well-being that cycling even short distances can bring. So roll-on the cycling revolution and, I hope, we’ll be able to realise plans for a truly cycle-friendly city to benefit us all.

Welsh Government’s investment in sustainable transport

In March the Welsh Government announced its latest investment of £29m in transport initiatives, many of them geared towards making cycling safer and more attractive.

In Cardiff the Local Transport Fund will see the following work carried out:

  • £80,000 towards first stage of the A469 cycle route.
  • £316,203 for next phase of the Eastern Corridor Active Travel Network. Walking and cycling access to jobs and services within the communities of Rumney, Llanrumney, Trowbridge and St Mellons.
  • £554,000 for the next phase of walking and cycling access to jobs and services in the Western Corridor Active Travel Network.
  • £895,000 for the next phase of the Newport Road / Fitzalan Place / West Grove junction improvements to improve safety, cycling and pedestrian access and bus journey times.
